قمت بتنزيل Oracle Database 12C Release 1 Enterprise Edition 
ثم بعد ذلك قمت بنسطيب Oracle Apex 20.1
و عند محاولة فتح الرابط التالي http://localhost:8181/apex/apex_admin

تظهر الرسالة المرفقة

الحمد لله تم حل المشكلة 
بعد لما عملت ريستارت أشتغلت 😃
مع أني غير مؤمن تماما بحلول ريستارت و هتشتغل دي بس الحمد لله مشي الحال

وهي بسبب استخدامك EPG بدلا من ORDS الذي هو الخيار الموصى به من  Oracle في الProduction Environment 

Using EPG is not the recommended option by Oracle for production.

So, try to replan your solution to use ORDS

Deprecated Web Listeners

As of this release, support for the following web listeners is deprecated:

• Oracle HTTP Server (mod_plsql)
• Embedded PL/SQL Gateway

In the future, Application Express will only support Oracle REST Data Services.
