the first opening of SQl Developer there is requesting of path java.exe , but when browse java.exe from the source of oracle in C , but this file is not readable and SQl Developer request this file again

    you will find JAVA.EXE file in this path
    C:\DATABASE11G\product\11.2.0\dbhome_1\jdk\bin\java.exe

    it must be in
    jdk\bin\java.exe
