Alert Type: Event
Alert Action: Send Message Notification

Thank you,
but i need to send a Notification Message not email Message,
so i think that we dont need the Workflow Notification Mailer
i tried to create an event alert that send notification message to a user wheninserting new item in MTL_SYSTEM_ITEMS_B,
but no action occurred, and i checked the history i found that no errors.

I need a solution for that

You must activate Workflow Notification Mailer to enables you sending Alerts
This happened with me in R12
