Symptoms

On R12 in Production:
When attempting to create legal entity,the following error occurs.

ORA-29273: HTTP request failed ORA-06512: at "SYS.UTL_HTTP", line 1674 ORA-12545: Connect failed 
because target host or object does not exist in Package xle_legal_address_swi Procedure 
create_legal_address 


STEPS
The issue can be reproduced at will with the following steps:
<N> General: Ledger, Vision Operations (USA)-> Setup : Financials : Accounting Setup Manager ->
Create Accounting Setup -> Create Legal Entity

Cause

This error is encountered when an iRecruitment API tries to call a web service to get geo location data for the location. One can disable that feature by updating profile IRC_GEOCODE_HOST.
Solution

Set the profile option 'IRC: Geocode Host' to null at site level.
