Cause

Issue here is Guest user password was changed and that was not reflected in dbc file
The issue is wrong GUEST password in the .dbc file your guest password must match in all 3 locations:
1) DBC file
2) FNDUSER table
3) Profile option %GUEST%
Fix

1. cd to $FND_TOP/secure and view your guest password in your .dbc file is oracle.(guest user should have oracle as the password)

2. Change your guest password to the value in your .dbc using FNDCPASS (backup
FND_USER first)
FNDCPASS APPS/APPS 0 Y SYSTEM/ USER GUEST

Ex:
FNDCPASS APPS/APPS 0 Y SYSTEM/ USER GUEST

3. Once the services are started, log into the apps as sysadmin go to profile
system query on %GUEST% and ensure the password there is the same as your .dbc
file and guest user.

A change has taken place at the network level since you last started this OC4J instance
Cause

The OC4J lock files contains the IP adress, after the ip adress change the lock files includes the wrong Ip adress which caused the OJ4J to fail
Solution

1 - Be sure to have a valid Backup

3 - cd <ADMIN_SCRIPTS_HOME>
4 - adopmnctl.sh stop or adopmnctl.cmd stop for windows

5 - check if it is really down: ps -ef | grep <USER> grep opm for windows check if all java.exe processes are gone.
