بعد ما نزلت الDBA واشتغلت عليه وادخلت الباسورد لخاص بالschemas المسموح العمل بها اشتغل معايا مرتين وبعد كده جيت ادخل الا بيطلعلي هادي الرساله :

Are you sure that the all the services are start? and the listener, is it start
you can became sure by do this

from cmd excute this cammand

lsnrctl status

and you must veriffey that your listener is start and your instance so
