Urgent Dynamic Order Problem

I need to do dynamic sorting when I retrive data from table without using ORDER BY

I have this procedure.

CREATE OR REPLACE PROCEDURE Test(RC1 OUT SYS_REFCURSOR)
AS BEGIN execute immediate 'ALTER SESSION SET NLS_COMP=ANSI';
 EXECUTE IMMEDIATE'alter session set nls_sort=GENERIC_BASELETTER' ;
 OPEN RC1 FOR
   SELECT * FROM COMMITMENTTREE ;

END;
/

when I display this cursor the data not sorted.

NOTE:- when I put at the SELECT clause one column (which contain constraint of NOT NULL) was sorted but with other columns retreived but not sorted!!!!

plz I need help to solve problem
