ORA-01033: ORACLE initialization or shutdown in progress

تظهر لي هذه الرساله عند عمل كونكت لقاعدة البيانات فما هو الحل

Error:
ORA-01033: Oracle startup or shutdown in progress
Cause:
You have attempted to log onto Oracle while Oracle was being either shut down or started up.
Action:
The options to resolve this Oracle error are:
Wait until the Oracle database has been properly restarted before attempting to log in.

But when I start Open Data BAse is Coming This Erro

فعلا كان الخطأ ده معي من يومين وحاولت إني أغلق القاعدة وأفتحها كانت تأخذ كل الخطوات وقبل أن تفتح يظهر لي خطأ غريب على شكل علامات استفهام ولم تفلح
اضطررت إلى أن أعمل configuration للقاعدة ولم تفلح اضطرت إلى حذفها وعملت واحدة جديدة
السؤال : ماهي أبرز المشاكل لهذا الخطأ وكل الحلول المتاحة
