أعتقد انها عبارة عن View منشأة من قبل النظام اثناء تركيبه
وهي عادة تشير لجداول تابعه للنظام

V$ views are database views that contains the dynamic status of Oracle Instance.
for Example v$SQL contains all the SQL statements issued by users.
V$ARCHIVED_LOGs contains information about oracle archived log files.
