I Have A Problem With Arabic Characters In Oracle Discoverer Plus 10g

Hello ,
I have a problem with Arabic characters in ORACLE DISCOVERER PLUS 10g .when I trying to change the
head columns to Arabic and apply the changes it work very well and save my work book. But when I close my sheet and re-open it again the Arabic characters appears as garbage data or question marks as '????????? ' even I choice a fonts support Arabic writing. can any one tell me how can I fix this problem
??
