Moves Between Two Data Blocks

in a form i have two data blocks

the first i am putting in it some controls like execute_query,first_record....etc
the second i am putting in it table
the problem is that i am cannot perform any of controls on the second datablock i don't know why
how i can with two datablocks exist

Be sure that the Keyboard Navigable and Mouse Navigate set to yes at property palette for the both Push Button ...... as it shown in the attached picture
