I have done this type of FORM's migrations 6i but I did it with tools oracle, I have used the Designer 6i, the Jdeveloper 9.5 and the JheadStart.
They are tools that help you to go from form to jsp but to have to have the licenses.
The licenses can be used to test but not to use it in production.

Now a days lot of people claims that they have some tools which will automatically publish the code n oracle forms to web. But I sincerely doubt this

1. The oracle forms is a 2 layer architecture which is outdated these days.
2.The above sentence says that in an ordinary oracle forms there is no business layer.
3.The conclusion is the tool which will generate the web pages should have a minimum artificial intelligence (AI) to convert a 2 layered to a multi layered application else it will create another 2 layered application which will become outdated soon.
