can some one talk to us about Oracle alerts event-periodical and how to creat them?

oracle alerts based on event -perodical
i think alerts based on insert or update events when the event done the alert is working it send mail , inserting in the database tabeles
or the alert can be fired when exception is happend
like the password renweal date if users didn't change thier password in the time this is exception so it can send mail to the admin
and so on
