we have the same applacation in my company but the program is bulid by VB6 i think the general concepy to send SMS you must have modim to send SMS via this modim then the modim can accept from any applacation or use OCX files to use the modim this all i know.

Sending SMS from forms or PL/SQL is similar to sending EMAIL. There are many examples about sending email because it is a popular thing to ask, i have an oracle tips webpage that can help you to send emails (www.e-ammar.com). as for SMS, the concept is similar, , but there are many options
If you have a large no of SMS to send, then you have to establish a leased line link or DSL link with your GSM provider. then there is a protocal called SMPP which runs over TCP/IP. You need to get an SMPP driver with the appropriate API (library) . . There is an open source supplier (i think called kennel or something similar) also there are more commerical SMS gateways like NOWSMS etc..
Usually, these drivers are in C or Java, and Oracle can talk with both (Refer to how to write external procedures)

If you have few messages, you can buy and GSM modem, and add a SIM card to it. Then you can send SMS or make phone calls through you own computer. Depending on the SMS modem that you have, you can get the appropriate software drivers. I tested such solutions and both work.
In the end, there is no one single working solution that i can tell you about, but i am thinking to do one myself and then will post it on my website
One last thing, Oracle Application Server (Wireless edition) has an SMS gateway java classes that may make you life easier, but i could not find good documentation about it
