The new Oracle licensing policy for multi-core processors is as follows:

For AMD and Intel processors, Oracle will identify each core with a factor of 0.5, while Sun's UltraSparc T1 will receive a factor of 0.25. All other multi-core processors will receive a factor of 0.75.
To know the number of processor licenses required, you have to count all cores in the server and multiply this by the factor above.

Licensing by processor is one of the options for licensing. Other options are:
- licensing per user
- licensing per employee.

Oracle also offers the option of licensing its software on a term (1-year, 2-year, 3- year, 4-year and 5-year) or perpetual basis
